IEC 60870 part 5 [1] constitutes one of a comprehensive set of IEC 60870 standards, meticulously designed to delineate the systems employed in telecontrol – specifically, supervisory control and data acquisition – within the domains of electrical engineering and power system automation. This particular part establishes a communication profile for the exchange of fundamental telecontrol messages between distinct systems, relying on persistently connected data circuits to facilitate communication between them. The IEC Technical Committee 57 (Working Group 03) has overseen the development of a protocol standard addressing telecontrol, teleprotection, and associated telecommunications tailored for electric power systems. The culmination of this endeavor is the standard IEC 60870-5. Five supplementary documents further detail the specifications associated with IEC 60870-5: namely, IEC 60870-5-1 outlining Transmission Frame Formats, IEC 60870-5-2 specifying Data Link Transmission Services, IEC 60870-5-3 defining the General Structure of Application Data, IEC 60870-5-4 detailing the Definition and Coding of Information Elements, and IEC 60870-5-5 describing Basic Application Functions. Additionally, IEC 60870-5-6 presents Guidelines for conformance testing pertaining to the companion standards aligned with IEC 60870-5. Furthermore, IEC TS 60870-5-7 introduces security extensions to both IEC 60870-5-1 and IEC 60870-5-104 protocols, leveraging the framework established by IEC 62351. The IEC Technical Committee 57 has also produced a series of companion standards to augment this core framework: including IEC 60870-5-101 focusing on Transmission Protocols – specifically designed for basic telecontrol tasks; IEC 60870-5-102 addressing Transmission Protocols as a companion standard for transmitting integrated totals within electric power systems (though its usage is currently limited); IEC 60870-5-103 serving as a companion standard for the informative interface provided by protection equipment; and finally, IEC 60870-5-104 establishing Network access utilizing standard transport profiles for connection with other systems based on the principles defined in IEC 69199. The companion standards – namely those designated as IEC 69199/IEC TS/IEC/IECEd/TS/IEC/IECEd/TS - were generated to support basic telecontrol tasks, transmission of integrated totals values, data exchange from protection equipment devices and network access functionalities related to system integration based on the respective standards.
